Biographical Note

Howard Belding Gill attended Harvard College and Harvard Business School. He was the first superintendent of the Massachusetts Correctional Institute at Norfolk. He served as the Superintendent of Prisons in Washington D.C. from 1944 to 1946 and then taught at the University of Wisconsin. He established the Institute for Correctional Administration in Washington, D.C. in 1952. A nationally renowned penologist and prison administrator for over six decades, Gill also had a long consulting career and published frequently in his field.
