Scope and Contents
In 1975, a three-tiered citizen’s participation group for school desegregation was established. Two branches, the Community District Advisory Council (CDAC) and Citywide Parent Advisory Council (CPAC), were primarily responsible for monitoring district schools for compliance with desegregation orders. Volunteer observers from these groups evaluated schools in several areas outlined by the court: faculty desegregation; special desegregation measures; special services (special education programs organized under chapter 766); bilingual education; vocational education; transportation; facilities; safety and security; and institutional pairings.
Monitoring records are arranged in two sub-subseries: 1. Administration records; and 2. Monitor reports. The administration records are composed of CDAC and CPAC progress reports, planning, training, and staffing materials, as well as meeting minutes, memorandums, and correspondence regarding specific types of monitoring and monitoring at specific Boston area schools records arranged alphabetically and chronologically. The monitor reports, consisting of questionnaires completed by CDAC and CPAC observers, school administrators, and students, have been arranged to reflect three original filing systems used by the nine CDAC advisory groups. The bulk of these materials are arranged by school district number (1-9) and alphabetically by type of report. Reports were also identified by type of report alone and by individual school. These reports are arranged alphabetically and chronologically following the materials by district.
