Scope and Contents
Kirk O'Donnell served as General Counsel on the Speaker's staff. In addition to legal issues, O'Donnell managed foreign policy matters. His files include material of Northern Ireland and Central America. O'Donnell's files also contain information on the Democratic National Committee (DNC) and the Democratic Congressional Campaign Committee (DCCC). Although some background material is included, these files predominantly date from O'Neill's years as Speaker of the House (1977-1986).
