Scope and Contents
O'Neill's House floor statements, inserted comments, and extended remarks as they appeared in the Congressional Record are gathered here. Following these statements are his voting records for each session of congress, including those times he cast a vote as Speaker. The Speaker of the House, usually, votes only if his would be the deciding factor. This section also includes legislative ratings from various organizations, such as the National Federation of Independent Business. The organizations rate representatives based on a comparison of voting records to the groups' legislative interests.
