O'Neill, as Majority Leader (1973-1976), was second in command to Speaker Carl Albert and chief spokesman for his party on the House floor. An accessible leader and skillful in the art of compromise, O'Neill took an active role in restoring public confidence in the legislative process during the post-Watergate period. He revitalized the Democratic Caucus to support the restructuring of the committee system. The significant portion of the records from O'Neill's Majority Leader years is found within the Congressional Organization files.
