Scope and Contents
In order to reestablish Congressional authority Party Caucuses were revived. Members of each party organized to discuss legislative strategy and encourage party unity. Under O'Neill's leadership an effort was made to transform the House into a more open body. As a result of these reforms and due to the greater independence of younger members known as the "Watergate Babies," Congressional caucuses began to develop along lines other than that of Party. These files reflect O'Neill's relationship and involvement with the Democratic Caucus, Democratic Study Group, and Democratic Steering & Policy Committee (DSPC) as well as regional groups like the New England Congressional Caucus and Northeast-Midwest Congressional Coalition. It was in these and other groupings that a moderate to liberal atmosphere provided a forum for instituting change.
